Nowadays Environment pollution and climate change is a critical issue we are facing through out the globe. Many believe that government is chiefly responsible for conservation of environment while some people believe that its collective responsibility of every citizen to protect the nature and save earth. In my opinion , Both government and citizens are responsible to ensure proper environment conservation.

To start with, Since government has authority and legal system in place, the regulation and guidelines can be issued by ruling authorities and states in order to implement sound practices to monitor and regulate the pollution and degradation of the ecosystem. These guidelines can prove to be very effective if strictly made compulsory for general public and different industries. The Industries which are creating humongous amount of harmful pollutants in surroundings will be penalized heavily and will subject to imprisonment if noncompliance is beyond a certain degree .For instance, leather factory in Kanpur in India disposes large quantity of chemicals and poisonous effluents in to Yamuna river, which definitely harms aquatic life and drinking water for citizens. If the govt puts stringent regulation to this industry with a heavy penalty ,the industry will automatically be discouraged from such criminal offence of pollution spread.

On the other hand, each and every citizen is also of paramount importance when it comes to successful plan of environment protection. For instance every house hold generates a big amount of wastes from homes. if it is properly segregated before disposal ,it becomes easy for municipal organizations to efficiently process the waste and avoid situations like land filling or soil pollution. Additionally every person in society can start pollution control and environment friendly habits from home. To name a few, switching off lights when not in use, optimizing water usage, planting trees in surroundings are one of the examples that can be adopted by people in order to ensure saving the earth and protect the environment.

In conclusion, Government has legal authority to issue guidelines and implement system widely to encourage practices of environment protection ,whereas citizens have power to choose healthy habits to save the environment. Both government and people are responsible to ensure smooth implementation of environment protection

The pie chart provides information that how percentage of spending in four different necessary items have changed from 1995 to 2010 in China. In the description I will explain the trend and changes in these parameters over time.

Overall, at the beginning of the period in 1995 the Food items contributed to maximum share in spending budget while medicine had a minimum share in total spending. In comparision, in the year 2011,while the food items spending fell slightly but it is still largest share of total spending. The share of medicines and household items in 2011 increased as compared to 1995, while clothing spending has marginally dropped. In both year 1995 and 2011, medicines comprised of minimum share in total spending.

In year 1995, Household items accounted for merely 9% of total spending, which marginally increased to 11% in year 2011.Having minimum contribution in 1995,although spending on medicines also witnessed an increase in 2011 from 4% to 11% but it still has minimum share in total spending in 2011.

On the other hand, at the same time it can be seen that contribution from food items and clothings have both reduced slightly. Nowadays a significant quantity of people having professional skills ,such as doctors and teachers ,are passionate to leave their own country and are shifting to developed nations in search of greener pastures. This situation of migration of so many professionals is causing problems for both developed and developing countries.in this essay I will discuss what are the problems arising due to such migration and what are possible remedies to overcome such situation.

The foremost problems caused by increasing number of professionals displacing are unemployment, overcompetetion,in developed countries and lowering of quality of education and medical system in developing countries. Due to huge number of professional migrants to developed countries, it triggers scenario of unemployment and over competition for professionals who are natives to developed countries. For instance,a mammoth number of IT professionals from India left India and reached US for high emoluments and better working conditions. This situation has caused lot of anger and rebel in native citizens as they have limited job opportunities now. Furthermore, the developing nations whose professionals with polished skill sets are going out ,face lack of skilled doctors, engineers and teachers. This causes lowering of quality and services of our education and medical system.

Possible solutions to these problems would be that government should optimize the number of movements of professionals to other countries and create better opportunities of employment prospects and reward system so that the skilled professional feels more recognized and appreciated. if the quantum of professionals going out is regulated ,it will not seriously hurt the employment scenario in developed countries. Furthermore, better opportunities for professionals in own country will give them hope to get better recognition and reward thereby discouraging them to move out.

To conclude, more and more migration of skilled manpower from developing countries to developed countries poses serious problems.regulating the movement of such people and rewarding and recognizing them in their own country could be a possible solution.
